The challenge facing Lead Local Flood Authorities around the country is developing FCERM projects efficiently where a number of small communities or isolated groups of properties are at flood risk.  Some authorities feel the allocation and appraisal processes present barriers when developing projects. Jacobs worked with Warwickshire County Council to consider flood risk around the county, on a Defra funded ‘Small schemes pathfinder project. Key objectives were:

 

  •  Improve and promote understanding of current processes to ensure proportionate effort when working on small schemes 

 

  • Drive innovation in proportionate methodologies 

The first phase involved a risk based prioritisation of 10 hotspots identified from the Surface Water Management Plan (SWMP), to identify which were more likely to proceed for investment were initially considered on number of properties at risk and their onset of flooding.

Key challenges involved the level of confidence with using uFMfSW flood extents and depths to allow the flood damages and potential scheme benefits to be calculated, without spending time and money on detailed hydraulic modelling.
