  • A partnership approach to reducing flood risk

Somerset Rivers Authority (SRA) is a new and innovative partnership that was formed in the aftermath of the 2013-14 floods in Somerset that devastated lives and cost the county £148m, to say nothing of the cost to the south west peninsula with transport links (A303 and Bristol to Exeter railway) closed.  Government challenged the County to develop a Flood Action Plan in six weeks and as part of that an action to develop ;A new management and funding approach to improve local control and accountability¦ including the development of a new funding mechanism was agreed.  The SRA was formed in 2015, whose purpose is to provide an additional level of flood risk reduction that would otherwise be unaffordable out of existing budgets.  All 6 Somerset local authorities, the 2 Somerset Internal Drainage Boards, the Environment Agency, Natural England and the Wessex Regional Flood and Coastal Committee are SRA Board members and we work closely with Farming and Wildlife Advisory Group, as well as community groups in Somerset.   Government has committed to legislate to enable the SRA to become a precepting authority and in the interim enabled Somerset Local Authorities to raise a ˜shadow precept ‘to fund our work.
