Community Trust - Blind faith, cynical scepticism or critical friendship?

Community action is generally proportional to the level of severity of a flood event and the perceived response from the FRM sector.  The 100% trust supplied by ‘blind faith’ soon plummets when an unexpected event occurs.  A prime example is to be found in Carlisle after storm Desmond because it followed recent expenditure of £38m on protection works in the aftermath of serious flooding in 2005.  Trust was ‘floored’.  I choose to look at this phenomenon in relation to community participation across all sectors to evaluate how, and if, community participation should engage in FRM.  Is trust to be built across all catchments in a consistent and meaningful way?  What level of participation is required to create trust in a severely damaged community?  I explain through the work of the Cumbria Rivers Authority Governance Group (CRAGG) how widespread the disconnect can be, where success has been achieved and what barriers still remain.
