Town Beck flood alleviation scheme Ulverston: achieving efficiencies through innovation
Strood Riverside and Civic Centre are two brownfield sites situated on the left bank of the River Medway either side of The Rochester Bridge. Both sites had been identified by Medway Council within their local plan to provide a significant number of residential dwellings within Strood town centre. Focussing a significant new residential development in the town centre provides the Council with an opportunity to regenerate the town centre and grow the local economy. Both sites are at significant risk of tidal flooding as existing flood defences do not offer a suitable level of protection. Flood Risk issues are only set to increase due to sea level rise resulting from climate change and a significant investment in flood defences was required to protect the sites.
Following the completion of an options appraisal in 2015 the council has used the SCAPE framework to take forward the design and construction of the flood defences in advance of releasing the sites to potential developers. This paper explores how undertaking the design of the flood defences with the input from masterplanning consultants has sought to maximise the development potential and viability of the sites.Town Beck Flood Alleviation Scheme is a £9.3m project to significantly reduce flood risk to 407 properties and 118 businesses in Ulverston, Cumbria. In January 2018 the scheme is confidently forecast to achieve £1.65m of efficiencies that have been predominantly accomplished through innovation, whilst achieving the same outcomes. This presentation will cover how the project team worked with specialist suppliers and riparian landowners to develop innovative solutions. It will summarise the more significant examples of scheme innovation, time and cost savings and the wider benefits. Examples drawn upon will be; value engineering an open cut culvert replacement to the use of new culvert lining technologies. This avoided access constraints, significantly reduced programme duration and minimised disruption to the busy Festival Town. Also, working with specialist contractors to value engineer the scope for a failing section of channel, to a shot-crete lining solution incorporating a dry stone wall affect. This mitigated environmental loss and improved aesthetics. In summary, the presentation will conclude the criticality of achieving efficiencies to ensure value for money for government spend and third party contributors. It will also highlight the additional outcomes and benefits the project was able to obtain by reinvesting some efficiency savings.
