What can the wider infrastructure sector teach us about improving delivery and asset management?

This presentation will set out the holistic approach to asset management adopted by Highways England which is the authority responsible for operating, maintaining and modernising the strategic road network within England. The asset portfolio within Highways England covers a large geographical area with many assets. The objective of the presentation will be to share the key elements of the Highways England asset management framework in the interests of stimulating discussions on how transferable the approach is to conference attendees. Included in the presentation will be an overview of the asset management system elements (Policy, SAMP and Processes) and how these align to achieve the overall business purpose to become more efficient and effective at service delivery. The presentation will also include an overview of the change management approach adopted by Highways England and how this uses a four-stage methodology covering: Discovery, Development, Document and Delivery phases. This approach was aligned to achieving the required asset management maturity levels that would deliver a best practice approach to asset management as well as satisfy the requirements of ISO55001. The outcome is a lean approach to asset management focused on delivering a value adding contribution to Highways England's everyday asset management activities.
