  • Better relationships for better flood risk management delivery 

The Environment Agency and Rochdale Borough Council are partnering together to deliver a business case, and ultimately a flood risk management scheme, in Littleborough and Rochdale communities. The scheme will reduce flooding to over 1,000 homes and businesses, many of whom were affected by flooding on Boxing Day December 2015.

The presentation will focus on the relationship between the Council and the Environment Agency, and the benefits to the project’s delivery. The key areas being :

  • Coordination on developing a funding strategy for the scheme and joint delivery of the strategy to provide 100% funding; 
  • Coordination of planned development that could affect/ be affected by the flood risk management scheme proposals 
  • Use of Council local knowledge (planners/ engineers/ highways/ conservation/ enforcement) for a better understanding of broader flood risk impacts and of the project risks developed into the risk register;
  • Collaboration with United Utilities who have a requirement to meet an EU Directive, measures for which could cost £10m, versus providing a financial contribution towards the FRM scheme that is much smaller that enables them to meet their legal requirements;

Utilising existing council relationships to cascade the progress updates to the Council leader, members and wider community maintaining their buy in and commitment to the scheme development
