The review of flood risk modelling supporting planning applications; lessons learned from 5 years of independent reviews

Having worked for both applicants and as independent reviewer on behalf the Environment Agency for countless planning related flood risk modelling projects Jack will share lessons learnt from his experiences as both poacher and gamekeeper. He will discuss the impacts of contrasting objectives, differing time scales, conflicting objectives and vocabulary on Applicant / RMA relationships and the costly implications of this. He will provide advice for all parties on seeking to make the process as efficient as possible, managing conflict and finding common ground. Jack will outline the process that happen when things escalate. He will end by identifying opportunities and challenges we face to find a better way of undertaking pre-application and statutory consultation.Jack Southon is a Principal Environmental Consultant working for CAPITA, specialising in hydraulic modelling and hydrology. He has worked closely with the EA and various LPAs and LLFAs as a framework consultant, and is equally active working with a number of small and medium sized developers to provide flood risk advice to a range of development proposal types. He believes that understanding of the context from both sides of the table is key to working more effectively and providing satisfactory outcomes for all parties.
