  • Communicating the difficult messages of a strategy 

The Medway Estuary and Swale Strategy (MEASS) covers around 120km of coastline in North Kent. It passes through three local authority boundaries, around 30 parish councils and almost 300 individual private landowners. This presentation will explain how the project team is using the Strategy to communicate difficult issues affecting the community. Following the development of the Draft Leading Options (DLO), the challenge was to communicate some of the difficult messages to the community. Several of the DLOs was to implement a No Active Intervention NAI) to a frontage. Eight frontages were NAI due to the frontages not being eligible for government funding. This would mean that while the EA had previously maintained the frontages, maintenance would now be withdrawn. However, this would not stop the landowner/manager from undertaking their own maintenance  subject to the necessary permits and approvals.

While there are a number of frontages which are NAI due to funding, there is a frontage which is NAI due to its designation. The community feels that they have a duty to protect the eroding cliffs. This presentation will look at how this message of no intervention at all, matches the NAI allowing the landowners to protect their land.
